The Chinese Government Scholarship “High Level Graduate Student" Program is a full scholarship initiative established by the Chinese Ministry of Education. It selects and admits international students who demonstrate excellent academic achievements, exceptional professional strength, and the potential to pursue master's and doctoral degrees in China.

Full-time graduates: Master’s students and Doctoral candidates.

Target students

The prospective students for September, 2026.

Eligibility

1) Non-Chinese citizens and be in good health both mentally and physically; 

2) Free from severe diseases, infectious diseases, and serious physical defects, and meet the medical examination requirements stipulated for admission;   

3) Be a bachelor's degree holder under the age of 35 when applying for master's programs; Be a master's degree holder under the age of 40 when applying for Doctoral programs. 

4) Have acquired the Chinese proficiency of HSK Level 4 when applying for Chinese-taught master's or Doctoral programs. 

5) Have acquired the English proficiency to complete major and research tasks for English-taught Doctoral programs. 
6) Have not received any other scholarships from the Chinese government at any level or from the admitting institution. If it is discovered that an applicant violates this condition, their eligibility for the Chinese Government Scholarship will be revoked, and any scholarships already granted shall be returned. Applicants who deliberately conceal their scholarship status will be disqualified from applying for the CGS for three years, in addition to the cancellation of their current scholarship eligibility. 
7) Have passed the exam organized by the relevant department of an university.
8) Meet the admission requirements in terms of academic ability, language proficiency, and other relevant criteria. Priority will be given to applicants with research achievements or relevant awards.

Scholarship Coverage

1. Tuition waiver    
2. Free on-campus accommodation    
3. Scholarship Coverage: Master students: 3,000CNY/month; Doctoral students: 3,500CNY/month 

 Note: The scholarship living allowance is a subsistence grant for students while they study in China. Newly admitted students become eligible only after they have completed on-campus enrollment and registration and their application documents have been verified. Students who complete these steps on or before the 15th of a month will receive the full monthly allowance; those who complete them after the 15th will receive half of the monthly allowance.

Application Documents

1. Application Form for Chinese Government Scholarship (filled in Chinese or English).
2. Copy of Passport Home Page. (should be valid later than March 2027)
3. Notarized highest diploma. Applicants who have not yet graduated must provide an official statement from their current institution stating (1) the expected date of graduation and degree conferral, (2) academic performance, and (3) conduct. If admitted, the original graduation and degree certificates must be presented at registration; failure to do so will result in cancellation of admission. Employed applicants must also submit an employment certificate from their employer together with the relevant academic diploma(s).
4. Academic transcripts (from the undergraduate level onward).Submit sealed copies of complete transcripts for every semester of each degree pursued—bachelor’s, master’s (if applicable), and doctoral (if applicable). Transcripts must be issued and sealed by the academic affairs office, graduate school, or equivalent authority of the awarding university. If the originals are neither in Chinese nor in English, provide a notarized English translation.
5. Language Proficiency Certificate: Non-native speakers of English must submit a recognized English-proficiency score (e.g., IELTS, TOEFL) or an alternative official English test result accepted by Shihezi University. Native speakers of English are exempt from this requirement. 
6. Study Plan (core review document); Submit a detailed study plan of no fewer than 1 000 words, written in either Chinese or English. The plan must be signed by your prospective Chinese supervisor.
7. Letters of Recommendation: Provide two recommendation letters (in Chinese or English only) from full or associate professors that address your study objectives in China, overall academic strengths, and potential for future development;
8. A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant) within 6 months before the submission date of the application. 
9. Non-criminal record within 6 months before the submission date of the application. (issued by the local police office).
